Hey man you get this details only if you are: SECRET SERVICE AGENT
HAVE A LOT OF *****S
CAN TELL ISP HISTORY THAT THIS IP-ADRESS HACKED YOU AND YOU DETECTED THAT IP BY FIREWALL.
TELL ISP THAT IT WILL BE NEGATIVE FOR THEIR REPUTATION - TELL A GOOD LIE TO THEM AND MAYBE THEY WILL BELEIVE YOU AND GIVE FULL DETAILS OF THAT USER SURE IF IT USING NON-DIALUP ACCESS,WITH DIALUP IT WILL BE HARDER TO FIND IT,YOU HAVE TO KNOW WHEN THAT USER HAVE THAT IP-ADRESS - DATE + TIME.
Best

You will have to contact the ISP or else break into their records to get personal details.

You could also look into the freedom of information act from whatever country your in. However its highly unlikely you will find anything useful there. You would have to make it a legal matter to get such information from the ISP.
