It all depends on your Internet Service Provider. Some Internet Service Providers have dynamic IP addresses assigned to their users, so that everytime you log off and log on, you are automatically assigned a different IP address. Some ISP providers assign a static IP address to all their users which never changes when you log on and off. Another thing that you can do is get a program like GhostSurf, or use different proxy servers when you surf the net. That way, you IP address will never be the same.
You can get GhostSurf from here:

The ISPs usually charge more for Static IPs, so you most likley have Dynamic IPs unless you are talking about a corporate lan.

Sorry to seem a bit rude, I have the feeling no one here knows what are you talking about.
Anyways..
here's one of the best DHCP servers (http://translate.google.com/translate?u=http%*A%2F%2Fwww.hanewin.de%2Fdhcp-d.htm&langpair=de%7Cen&hl=en&ie=ISO-885*-*&oe=ISO-885*-*&prev=%2Flanguage_tools) for those who appreciate its usefulness.
