How do I get a covered ip address?

Someone has been sending me some "Stuff" and I have complained to excite about the person. They said they needed the Header. Sented, problem! The person is either on a goverment (overseas) computer or have some IPA block. So, what can I do. Is there a software I could get to ***** them or something? The worst part about all of this they found out my first and last name. And I don't post that stuff anywhere. I even did a search with all of the search engines I could find and nothing. I don't know who or what is up? Can anyone help and define to me how it works?

Well if they could get your ip I dont think its that hard to find out ur name, also it could be someone you know. Try unpl***ing your internet modem and not going on for a day or so, maybe you will trick the person into thinking you went away.

NO INTERNET FOR A WHOLE DAY?!? I think I can handle that, for one day, hopefully???!! But I do think there is more to it then that. I do think it might be someone I know or aleast having the displeasure of knowing. So they would have my information. Problem still being the IPA?
