This is the second totally vague question you have asked. Please be more specific in your posts or they will be deleted as spam. Back to the post:

I am going to assume we're talking about http (web browsing, WWW) here, although the internet contains much more than that.

The internet is a big place which contains thousands of different protocols, standards, and software. There never was and there never will be any universal way to crack all accounts.

Generally there is no point-and-click method to crack website accounts, such as email, forum, whatever. They are all different as stated above, and the only way to exploit them is to have a good knowledge of the protocols/languages involved. Of course there is brute forcing, but that is a totally stupid way of trying to beat a website's security.

Say you wanted to learn how to crack hotmail accounts. You would examine the different pages of the webmail service, then identify where the vulnerabilities lie.

Even if there was a program developed to exploit a specific vulnerability, by the time it reached the masses it would have been noticed and the vulnerability fixed. More importantly, if someone found a way to get into website accounts, chances are they would keep it to themself or a small group so they can keep using it under the radar.
