Simple answer- you can't. You can get a rough location of where they live (http://www.dnsstuff.com/)... at most it will tell you their city, but not an exact location or phone number.

We were talking about IP addresses, not telephone numbers. Both are very different.

With telephone numbers, there are many (not definitive by any means) databases which link a specified number to home address, name, etc.

With IP addresses, however, the only place such a database is kept is the ISP's offices. They won't let just anybody see the logs of each ********'s address at specified times, and even then you're assuming they keep logs as far back in time as you need.

Hacking and programing are not sepperate things

They are seperate things, but often times programming is used to make programs to hack people, like trojans.

If programming were hacking, you could call game designers and software makers hackers.

They are, a hacker is just someone who is so good at programing and has a
desire to learn about systems.

Programming and hacking have nothing to do with finding a location.

If you need a location (and you arent just dicking around) call or write to their isp and discuss it (not that they will care).

If its serious report it to the cops. ;)

Ip tracers dont exist. (database would be too big and since its always changing.)
