Is there a small freeware (proxy?) program for Windows IE and NetScape
that will simply hand my (Delphi) program control at each new URL request
so that i can determine if URL is on 'TrustFile' list
and if not then change URL address and redirect to a common "can't get there from here" URL?
Or anyone have tips on how to write one?

I have been using this one, even for pro applications, it's easy, fast, does not eat PC resources..

There is a very configurable proxy available at: proxomitron.org
It has a bit of a learning curve, but it comes with some filters and one can write new filters for it. There are support groups for it as well.
