I don't know about a msn webcam, but some trojans have a webcam capture feature. You will be able to turn on and capture pics from someones webcam, but it will not work (usually) if it is being used at the time.

It's one of those unanswerable questions, like "How do I hack?" or "How do I program?". Computer security isn't something that can be broken in three easy steps, and chances are you can't do shit to this person.
