IS THERE ANY SOFTWARE THAT MASKS A STATIC IP.

It depends because if u fully mask ur IP then you wont actually get anything back which unless ur flooding will be pointless.
And if you only place a partial mask on you are still easily traceable so I'm guessing you want to hide.
The only thing u could really do is use an anonymous proxy and go to the internet through it and will make you more anonymous.
