how could i create an http server that is accessible through the internet and that i would not have to pay for im just wondering if it would be possible and i dont even have to have a domain name just an ip would it be possible and if so please tell me how

I s***est a LAMP (Linux, Apache, MySQL, PHP) setup with port 80 forwarded to your LAN address and DynDNS used to point a domain name to your computer.

If you're not into Linux, try following Halla's tutorial then use DynDNS + port forwarding after that.
