Stoping auto start applications

How can o stop application from auto starting on Win Xp? i want to stop cmd from runing until access is granted to run any program that need to use it.

not sure exactly what you want, but try start; run; type in msconfig, hit enter;click on startup tab, and uncheck app.

but..
I don`t want cmd to execute any .bat, .com or .exe file until access is granted for execution.
