You most likely dont have it configured right in the browser

Do not run downloads through TOR! For one it will be extremely slow for you, and it slows the service down to a crawl for people that legitimately have a need for it (i.e. to bypass censorship).
Just reset your router between every Rapidshare download. You should get a new IP address every time.
