An IP number is just a number, and you can't usually "hack" with just an IP number. People seem to think that just by knowing someone's IP address, they can easily hack them. But all you can do are things like port scanning, connecting to server software they run, trace the location of their ISP, DDoS attack, etc. Especially on home users (with routers), you can't really do anything, as the router blocks all incoming connections.
